Why can't I change the DNS Server?

I frequently get this message ';Page cannot be Displayed'; Microsoft support says to Change the DNS Server. How do I get valid addresses for the Servers?Why can't I change the DNS Server?
Just use OpenDNS' DNS Servers:

Check for correct proxy if applicable.

check for dns server as given by your service provider.
